When the text says “each of the defending pokemon’s attacks” does that mean the current defending pokemon(and it can just switch out), or EVERY defending pokemon?

The current defending one. There’s only one, that can switch out. When it says “each of the defending Pokémon” it means that if there is two or three active pokémon on the opponent’s field (only in the case of a double or triple battle), then they are all affected.

“each” here refers to the Pokemon’s attacks. Not Pokemon themselves.

So… this can’t evolve into Jigglypuff in any way? What’s up with the world?

Yes, this card was so bad that Igglybuff was never printed again.
