Somehow they’ve possibly made an EX worse than an ex… this could easily be a regular Pokemon these days.
I have no idea what they were thinking with the “small” Legends in the B&W series :S Jirachi is a better Pokemon than loads of the 170/180 hp EXs :S

As a rule of thumb, if you can find it with Level Ball, its too dangerous to allow it to give up 2 prizes.

Hypno Strike (which will cost it an attack 25% of the time,something the description should say) is clearly not meant as a serious attacking option. All of the musketeers, who happen to be non-EXes with better health and secondary attacks, have better attacking options than Hypno Strike. Obviously you’re only going to be fielding this for Star’s Guidance, but could they have at least given it 120 HP? 110? Mew and Celebi have more game-changing effects and both have the ability to survive three night spears while on the bench or one while pushed into the active position.
This is also a disastrous “first pokemon,” the power won’t even activate!
