It gives the card a unique identifier without impacting its legality in the Standard format. The Yellow A by itself wouldn’t necessarily be enough to distinguish it; Deliquent and Pokegear 3.0 each have two non-Shiny Vault alternate art reprints, necessitating “b”s in their collection numbers.
