I’ve just read a very interesting article about how cards Wizards drafted for the fabled “Pokémon Jamboree” set that they were hoping to release before losing the license, and apparently some of those cards may have shown up in EX Sandstorm. In particular, this Jolteon may have been designed by WOTC in the same way Dark Raichu was. https://www.matobadesign.com/jamboree

Credit to Twylis for this observation – that draft version of Jolteon as linked to in the Jamboree article has an attack that does more damage for each {L} Pokémon you have in play. As far as we can find, this attack effect hadn’t appeared in the TCG before, but does show up as an effect of attacks only a few sets later (HL Gorebyss and HL Huntail).
Since Steven’s Advice, another card we have good reason to suspect is a reappropriated Jamboree card (re:Bill’s Advice), is also in HL, it looks like Jamboree cards – and/or their influence – ends up being scattered across more than than just EX Sandstorm.
I’m cautiously optimistic this means a theory I commented on some TMvTA cards (Bulbasaur and Meowth in particular) and quietly abandoned a while ago might end up having some merit after all. That is, if we don’t have to assume Jamboree’s influence is limited to Sandstorm, then I can go back to assuming those non-Team monster cards in the set can be suspect for being from Jamboree after all, and TMvTA’s M-##-# codes really might be meaningful traces of a Jamboree set list.
