There are SO many weird things going on with this card
It’s an ice type pokemon (so ,by convention, it’s a water type in the TCG, weird enough) portrayed a basic wall(??) that can burn things(?!?!)
Pure Power, an ability, is listed as an attack
It uses multiple types of energy for that attack
The art is in no way similar to the art used to depict its pre evolution
Despite being intended to be a defensive card overall, it only has seventy HP.
It’s a jynx. On a tropical island. This brings up questions all on its own.

As far as the other points feyblade brought up;
1. Its categorization as a {W}-color doesn’t preclude it from being able to portray properties of its Psychic typing in the TCG.
2. There are many examples of things that are Abilities in the video games happening to have the names of attacks in the TCG, and there are many instances of Pokémon Powers/Poké-Powers/Poké-Bodies/etc. in the TCG happening to have the name of an attack in the TCG. Sometimes it’s definitely deliberate, sometimes it’s probably deliberate, sometimes it’s just a coincidence. In this case it’s probably deliberate, as the ability Pure Power is the Meditite line’s signature Ability, and in the TCG the Pure Power attack only recurringly shows up on that line. Its appearance here is something of a pun/allusion to the original name of Jynx’s Poké-Power (the original name of the Power is different, and something to look into as “Stages of Evolution” showed up on other cards, too).
3. Multiple types of Energy for an attack was already not unique for the time. By way of example, some Golduck cards already had this same mixed {W}{P} cost for attacks.
4. All of the Baby Evolution cards in this set have their artwork created by Yuka Morii, but none evolve into Pokémon with artwork created by Yuka Morii. Unusual-ish for the PCG block, but not unusual for the set.
5. It doesn’t save it (the point the card is “eh” overall stands), but losing its Weakness and becoming immune to effects if it evolves from Smoochum helps along the defensive styling of the card.
6. There’s gonna be a Ludicolo on fire in a few sets*. Jynx on vacation is fine
*Note that many of these questions are more than fair for the time they were asked! Some of the comments I make on this site absolutely have the benefit of hindsight and continuous improvement in online search engines, exponential growth of data on the internet, etc. etc. etc. and should not be read as scathing lambastes of the original comment. I certainly hope they’re not read that way. (To some extent, this even applies to some of the iffier WOTC translations pointed out.)
