Why is bug types have grass templates even though they’re not grass types?

Some types have to share. Ice and water share, as do rock/ground/fighting. Fairy/Psychic (RIP Fairy) and Dark/Poison also share!

From a game design perspective, balancing 15 (Later 17 and 18) types in the trading card game was considered too difficult. Remember, in the video games you can run up to six dual type Pokémon with no overlapping types on your team, but in the trading card game, players rarely run more than two Energy types in their deck.

The trading card game types (And what types fall into them) are as follows:

Grass: Grass, Bug, formerly Poison (1999-2007)
      Fire: Fire
      Water: Water, Ice
      Lightning: Electric
Psychic: Psychic, Ghost, formerly Poison (2007-2019), Fairy (2020 onwards)
      Fighting: Fighting, Rock, Ground
Colorless: Normal, Flying, formerly Dragon (1999-2011) (Colorless Energy symbols in attack costs mean that you can pay for those attacks with Energy of any type, but the only Pokémon Colorless type attacks could ever hit for weakness were Colorless type Dragon types. Sometimes Pokémon can use their best attacks for Colorless (i.e. any color) energy, such as most Colorless types themselves, which makes decks more flexible.)
      Darkness: Dark, Poison (2020 onwards)
      Metal: Steel
Dragon: Dragon (2012 onwards)(These Pokémon have stronger attacks but usually need Energy of two different types)
Fairy: Formerly Fairy (2014-2019), now extinct
