There was also a French Kecleon that doesn’t have any of those, that’s more interesting than your question

Binacle, Gurdurr, Pansage/Pansear/Panpour. There are likely many others! (I just started with some Pokémon that I figured weren’t popular, haha.)

They all lack those attributes though, I was looking for english cards that all had Pokemon-Powers or their variants. Though my line of thinking was similar to yours, look for unpopular or more recent Pokemon, but they tend to receive more vanilla printings anyway. Vileplume was surprisingly close with just three unique cards without Pokemon-Power type attributes over its long career in the TCG (and they usually involve some very annoying effects).
Obviously as the game grows and new sets come out it’s less likely we’ll see something like Kecleon always having some kind of Power, some cards like Deoxys were more or less defined by their Poke-Powers but card design has since changed.
