    Literally the only situation where this does more damage than Keldeo-EX (BCR 49) is when they both have no waters attached.

    That being said, with three water energies attached, you’re hitting with as much force as Terrakion is, and this has a nice retreat cost when compared to the other Musketeers. You won’t be getting as much a benefit from the secondary effect of hydro pump as you will from the other musketeer related attacks, though.

    The problem for this card is that, should you run the one card that would most improve it (blastoise) you might as well just use the EX version instead.
