So, its P-Power requires its target to have Delta on its card. Could a non-Delta Pokemon that mentions Delta in an attack (e.g “does +X damage to Delta”) be chosen as a target?

Yep, but only a couple. I searched for ‘delta’ in the card text here and found the following:
Camerupt (Crystal Guardians CG 3)

According to the wording on the p-power, Kingdra would place damage counters on both pokemon. But I think that, as nago suggests, the weird “on its card” wording refers to delta species pokemon only.
There’s also Delta Rainbow Energy (Holon Phantoms HP 98) etc which can only be used by pokemon with delta “on its card”. I doubt that this could be attached to Holon’s Castform or Camerupt. The same would probably go for effects of trainers like Holon Lake, Holon Adventurer, etc.
