Dragon Tornado’s effect is a successor to attacks on Jungle Pidgeot and Giovanni’s Gyarados, but the effect was worded differently for those cards, beginning with “Unless this attack Knocks Out the Defending Pokémon”.
(Sabrina’s Gengar G1 will also show up when you search for that phrase, but it’s not the same effect.)

On the Japanese side of things, Jungle Pidgeot’s attack is worded very differently, but Giovanni’s Gyarados’ Dragon Tornado and this Kingdra’s Dragon Tornado were worded identically.
