Does the ability allow you to discard, then do other actions (e.g. Iono), and only later draw the cards?

No. The first part is the cost; upon paying the cost you do the Ability immediately. It’s just worded that way to make clear that the card discard isn’t an “effect” of the Ability (and so e.g. if you had an empty deck you couldn’t just use the Ability to discard a card).
