Is there a reliable and effective way to load Radiant Heatran up with damage to get the most potential out of its move? If so, I can build a deck that uses Klara to get R. Heatran out of the discard pile for repeat attacks.

Magma Basin is the main combo, pushing it to 140 damage and also accelerating its energy so it can attack in one turn with Twin Energy. If you want to push the damage even higher in a single turn, then you’ll likely need to look to expanded: UNB Spiritomb can place a single damage counter on itself every turn, and UNM Jynx can move a damage counter to another of your Pokémon every turn. Two Spiritomb and two Jynx means 280 damage. That’ll OHKO any VSTAR printed thus far, some VMAXes, most Tag Team GXes, and also pretty much any one- or two-prize basic in existence.
If you wanted to push it even higher than that, using UNB Porygon-Z to rapidly attach Rainbow Energies is the only thing coming to mind, but I’m probably missing quite a few other combos.

Oh, and if you went even further back, then unlimited has Aquapolis Espeon, which lets you freely detach energies back to your hand. Pair with Porygon-Z for infinite damage counters, so a theoretical damage cap of 1,050. Throw Fighting Fury Belt into the mix and you can swing for 1,340.
Jungle Mr. Mime, however, still survives.
