I wonder how and when the designers got the idea for Kleavor. Its design is much more similar to Scyther than Scizor is, which leads me to wonder if it’s an old design that was kicking around for years. Who knows??

That’s true of almost all the newer branched evos. Perrserker looks more like Meowth than Persian, and Sneasler looks more like Sneasel than Weavile. Part of the point of branched evos is to look different from the existing option, and drawing from the first form to take it in a new direction is one way to do that.
