      Right?? Between this card and Base Set Pidgeotto, I feel they were anti-Pidgeot lol. Did Ash ever evolve his Pidgeotto in the anime?

        Yes, Ash’s pidgeotto evolved to Pidgeot in the episode “Pallet Party Panic”.
