Looking at all the old cards that let you draw cards from the deck, this one seems really bad for an average of one card draw.
Kangaskhan, Psyduck and Brock’s Zubat require just one energy to draw a card.
Meowth has to pay two energy, but can use a double colorless. This does require a coin flip, but also deals damage.
Misty’s Psyduck is just a bit random ;)
Dark Golduck and Sabrina’s Jynx have obvious drawbacks to get multiple cards.
Is there any reason for Grasping Vine to be this expensive?

Not really, it’s pretty overcosted for what it does. Even if it additionally did 20 damage the card would still be bad…
