Why didn’t this get a Full Art variant in the set it was released in?

It was a promo card in Japan, so no full art version existed to include in Crown Zenith. (Japanese and Western product releases are very different. Western sets are typically amalgamations of several Japanese releases – smaller sets, cards from premade decks, promo cards, etc.)
