The Emerald print of Lanette’s Net Search has no Japanese equivalent. The card was only printed once in Japanese, in Miracle of the Desert (their Sandstorm equivalent).
Two of Emerald’s biggest source materials, the Quick Construction Packs and Gift Box Emerald, both included prints of Bill’s Maintenance, most recently reprinted in FireRed & LeafGreen. I’d hazard a guess the international designers decided to swap out a PC developer from Kanto for one from Hoenn. This is a Hoenn-themed set, after all, so why should some guy from Kanto be here?
