As long as Lanturn has any {W} Energy attached to it, Lanturn is both {W} and {L} type.
{L}{C} → Razor Fin : 30
{C}{C}{C} → Water Gun : 40+
Does 40 damage plus 20 more damage for each {W} Energy attached to Lanturn but not used to pay for this attack’s Energy cost. You can’t add more then 40 damage in this way.

Lanturn with water energy attacks Donphan Prime. What is applied first, weakness or resistance?

I would like to think that weakness is ALWAYS applied before resistance.
A friend and I had this same debate when I attacked his Grass Pkmn with Suicune & Entei LEGEND.
Speaking of that card, would our friend Lanturn here do x4 damage, since SEL is weak against them both! :o

Yes, weakness precedes resistance. And yes, x4 damage for weakness would be applied.
