No, but EX”s might come close.
Look at Empoleon Dark Rush. Last format, even with SP, Empoleon would have been at least Tier 2.
This format, Empoleon’s 140 HP can’t stand it up to a Strong Volt, Brave Fire, Disaster Volt or Bolt Strike. So no Empoleon for this metagame.
