Two Rainbow Energy makes this a 40 damage attack with a chance for Para. Not bad at all for this era of cards. You will likely only have 50 HP due to the energy, but holding a Berry (or just potioning) could help out there.

Wouldn’t two Rainbow Energy only deal 20 damage still, because they’re paying for the attack cost? The Power specifies only energy not paying for the attack adds to the damage.

Would this work well with a Rain Dance Deck from that era with added Lightning Energies, seeing how Base Set Blastoise would give this Lanturn 4 Water Energies for it to do 60 damage (120 if the Defending Pokémon has Lightning Weakness in a Base Set-Neo Destiny era? Makes me wonder… Would that be wise…?

Base Set Blastoise’s Rain Dance only works on Water Pokemon, fortunately. Otherwise, he would be even stronger than he already is.
