Presumably, because this net-loses to Donphan Prime, even with the power considered, and offers little more overall damage than Zekrom EX in situations where EXes are not a factor.As a rare prime pokemon, it’s not going to be seen in many casual matches
It’s definitely a keeper, though, and apparently there were some decks that put it to use. It deserves better than this.
