One of the (if not the) worst ex.

absolutely terrible first attack. If Energy Ball were like Swampert ex’s Hyper Pump, where it will eventually outdamage the second attack, the card could be good. But at the point where you have 3 energy cards to do 30, you already can do 30 and confuse by using Confuse Ray. The Ruby and Sapphire ex cards really needed a little boost, but I have to give props to the card designers for not going to power creep crazy.
