Good Haymaker candidate, any ideas as to why it was never used in Haymaker?

It’s weak to L, Electabuzz could OHKO it with two attachments.
It doesn’t work as a tank and it requires too much energy to reach only 30 damage. (Mewtwo and Hitmonchan reach 40 damage with the same investment or less)
Licktung from Jungle has an equally bad weakness, but it’s colorless, has 10 more HP, P resistance, can cause paralysis and can also cause confusion. It wasn’t a great choice for Haymaker either, but, overall, it’s better than Lapras.
