This sounds like a fairly good way to make your deck more consistent if you are running multiple supporters. Even if you aren’t, unless you’re going to be having a full bench, this can function as a deck thinner. That being said, running it incurs a certain risk of getting stuck with it on turn 1…

Looking through old gen 3 championship decks and seemingly none of them ran this card, but I can’t really seem to figure out why. Did FireRed & LeafGreen Pidgeot’s universal card search + the ability to get it into play immediately with pre-nerf Rare Candy simply make Lapras unnecessary? But even then, just running a couple Lapras instead would save so much deck space, and it’s searchable with Dual Ball.

Starting to figure it out — it seems most the supporters just weren’t good enough back then for the bench space usage to be worthwhile, which also increased the need of Pidgeot’s universal search! One of the core uses of supporter search, finding gust effects like Boss’s Orders to close out a game, also simply didn’t exist back then.
