Tangrowth. Better supported in its evo line and as a Grass type (combines well with several different Sceptile).

Tangrowth does, however, have the backside that its first attack is only powered by basic eneregy. It also has a notably harder to use second attack,even if it does tend to be stronger once said attack is active

Alone, I guess Lickilicky is better. But no card is used in a vacuum, in a deck with Sceptile (Great Encounters) Tangrowth’s much better.
I’ve played Tangrowth/Sceptile, it’s pretty good. You can tank with Tangrowths by using Energy Trans Sceptile and Max Potion etc. and there’s plenty of snipe attacks letting you pick your KOs. Sceptile ex delta slows down many big Basic ex threats if the matchup requires you to slow the game a little.
