It’s actually an uncommon, in both the English and the Japanese printings.
Also, this thing can produce horrendously awful matches in draft/limited formats, as many matches will just consist of liepard slowly whittling your foe down to nothing.

Looks like a statue, akin to the Palkia/Dialga statue in Eterna City. I assumed it was an actual statue in Lacunosa Town, since Kyurem’s a big part of their local mythology, but apparently not!
I guess TOKIYA just wanted to add a neat Kyurem statue.
