Why is this ability an inverse of the ability on Galarian Articuno V? This ability seems way better than Articuno’s.

Thats because Liepard is a stage 1 Pokémon while Galarian Articuno V is a basic Pokémon. Galarian Articuno V’s ability can be used the turn you play it, but Liepard takes an extra turn (and an extra card) to set up.

Good point. Draw abilities on Basic Pokemon always seem to have some pretty strict limitations imposed–like FST Pyukumuku, UNM Audino, AOR Unown, or VIV Snorlax.
