Could this card ever see use? Is there any instance where it’s so useful to discard an opponent’s tool card that it would be worth running one of these?

The only place it could really have merit is probably in Eternamax decks, since they like having lots of Dark-type benchsitters. Otherwise you’re better off with Tool Scrapper in standard or Field Blower in expanded, with both having stronger effects without taking up bench space.
