Light Pokémon didn’t just tend towards having higher HP in the original TCG sets, they also had the highest levels in the original TCG. I’m not impressed with this card overall because the damage of Beatdown Smash is too high to be plausible for the era, but I will give credit to the designer for noting the latter and giving this card the highest level of any Light Pokémon (tied with Light Machamp) in attempt to justify it, because I assume this card was designed by a westerner working for TPCi, and most westerners never noticed that levels were actually consequential numbers vs. random. It helps to, almost, justify Beatdown Smash’s attack cost. But it’s still simply way too high – this card could’ve done well to borrow more from N3 Piloswine, which it already somewhat resembles. A comparison of Beatdown Smash to High-Speed Charge suggests that even if you had halved BS’s damage to 80, it’d still be too generous – and that’s ignoring that its HP is too high, and/or its retreat is too low; i.e. at least one of those two would need to seriously suck to justify the attack damage, and instead both are good.
There’s no scenario where 120 HP is justifiable here, so I’d suggest lowering it to 90 and retreat remains at 2 *, but Beatdown Smash would need to be significantly lowered to 50. Lowering the attack damage that much would make it right on the cusp of actually being over-corrected, but the problem is that its very nature is entirely contrary to the nature of Light Pokémon. As a result of all these changes, Lv.65 is now absurdly high, but oldback Stage 1s were rarely north of level 40 – I’d set this corrected Light Toxtricity at Lv.44, right between N3 Piloswine and Light Arcanine.
* You could maaaaybe lower retreat to 1, but I’d say that’s in exchange for lowering HP a little bit more, down to 80.

A shame, since it and its pseudo-classic compatriots seem totally fine balance-wise. I don’t know if Japanese players play GBL at all, though; the cards not getting a Japanese release is a more pressing concern if so.
