It strikes me as so odd that both Litwick (UNM 27 and UNM 28) are exactly the same, save for the artwork. I don’t recall a card ever being duplicated in the same set before in this fashion. Anything that *has* been duplicated has either received a full-art version or has just had the same artwork (e.g. holos/rares from old sets, or that handful of a/b cards from Aquapolis). Am I missing anything?

In Japan this was a promo, and for some reason TPCi decided to put both the promo version and set version in UNM.
