As I noted on Misty’s Poliwhirl, the name of the first attack has gotten lost in translation. The Japanese name of the attack will remind you of “Hyper Beam”, which explains why the attack has the same effect Hyper Beam does. At any rate, a more accurate translation of the attack could give you the name “Destruction Wave”, and the name of the second attack could’ve been rendered as “Chaos Wave”, which are two particularly threatening attack names on a card with only 30 HP.
