So it would be x4.
I think the strongest effect prevails because if there’s a Leavanny ©Leaf Tailor in play, it prevails over Vileplume’s ability. I think it’s a similar case here.

The reason Leavanny takes priority is because it gets rid of the weakness entirely. Much like how when a retreat cost is set to zero it can’t be raised or lowered, I think the same is true for weakness. But X2 or X4 is completely different, because both cards are overriding the original text on the card.
