The artwork in this picture is actually New York City. As this artwork variant is exclusive to America and was made to commemorate the opening of the Pokemon Center in Rock a Feller Center New York. The Pichu riding the Pikachu riding the Charizard was something of a mascot for the opening, as the three flying over New York was featured on a lot of the memorabilia from the event, such as cups, t-shirts, clocks, and even a neat little statue of thee trio over Manhattan.
Incidentally, the Lucky Stadium card has actually had quite a few art variants in Japan, one for each region of the country, as well as one for the Chikorita and Tododile starter decks respectively, along with an Imakuni variant (the only other one we got over here, released in Neo Genesis.)

Judging by the Super Smash Bros Melee renders for both Pikachu and Pichu, that Charizard render would probably be what Charizard would’ve looked like if it was a Fighter (back then known as Character) in Melee instead of a Poké Ball Pokémon.
