This is a spiritual reprint of EX Deoxys Ludicolo. That card saw a lot of play alongside Magcargo DX#20 (who also has a Celestial Storm reprint!), forming the infamous “Ludicargo” combination. You can check the comments on Magcargo in particular to see how Ludicargo worked any why it mattered.
It seems weird that EX Deoxys Ludicolo’s Healing Steps attack wasn’t retained for this ‘version’ of the card. Use of the attack was probably situational, sure, but why leave it out – not enough room on the card?
