Do the lower-ex pokemon count against upper-EX pokemon? I’m asking about this one specifically because it has a dash between Pokemon and ex, when most Pokemon at the time lacked a dash, and modern EXes also use the dash.

This Ludicolo is a Pokémon δ or Delta Species. I mean, the card itself says δ Delta Species, but that is kind of redundant because that little symbol is actually the lower-case version of the Greek letter “delta”. The real-world explanation was some experimentation and an attempt at balancing out the TCG Types a bit better during the Gen III sets. The story-based explanation is that the Holon Region has unusual radiation which causes Pokémon to basically mutate into a new type but while retaining their usual Stage of Evolution and form.
If you check out this set and a few around it, you’ll find many Pokémon like this, various related Trainers (collectively known as the Holon Trainer engine), and the “Holon’s” Pokémon. For whatever reason, Holon’s Castform, Holon’s Electrode, Holon’s Magnemite, Holon’s Magneton, and Holon’s Voltorb can be played from hand and attached to your Pokémon as if they were Energy cards.

I opened this in a booster pack as a kid and was blown away. Delta species were so unique and fun to collect. The electric Dragtini-Dragonair-Dragonite set was one of my favorites. Tera types are okay, nowhere near as sick and barely featured in the cards. I hope they bring back Delta species.
