2. Why are there so many bad Ludicolo cards? It’s pretty good in the game! Did it really need the “discard an energy” part?

Ludicolo’s only weaknesses are weaknesses to types that aren’t featured in the TCG …and a partial grass type being weak to grass(bug) is awkward. Perhaps, in the continuity of the TCG world, dual type pokemon tend to project more traits of one of their types than the other. As such, this Ludicolo would have a much weaker hold on the grass type.

Water types are often Grass weak in the TCG. As you said, Grass also = Bug, so this would have been a much better choice rather than something it’s not weak to at all!
