I would suggest Yoshida is probably the creator of all those Pokémon. Out of these, the Tyranitar line feels like a sure thing, but I think a lot of people would be very excited to know we might have a good lead on who *actually* designed Lugia.
* I’m obliged to mention another card for the same Pokémon debuted at exactly the same time or nearly the exact same time as Yoshida’s (e.g. a Japan-only Dunsparce promo alongside Neo Discovery, his Promo Scizor predates N2 Scizor by like a month tops) and you could get into an argument here about this, if you really wanted to.
** There are four Deoxys formes, and there’s not a lot of clarity on which forme(s) Yoshida designed. However, since he is known to have designed at least one forme, and here we have Yoshida drawing the debuts for all four formes.. it’s very likely he created all formes.
*** In Melmetal’s case it should be pointed out his contributions to the TCG ended with the Arceus block.

I think Yoshida creating *all* those pokemon is jumping to conclusions a bit, but Lugia in particular seems like a solid assumption. Most of his known designs have a high level of significance to the anime, with Wobbuffet being a recurring cast member in the series and most of the rest being central to a movie. Lugia fits that trend, being specifically designed for a movie to begin with.
He’s also credited as a conceptual character artist and original character designer in numerous anime movies, and while he’s not credited in Lugia’s, it does indicate a high level of involvement with them.

You’re absolutely correct! He’s my number one suspect if you ask me who designed them, but it’s a stretch to say he definitely did.
