This does the same thing as the brilliant stars one. Kind of a rip off to buy a box with a bunch of reprints in it. What about new cards do they even print new cards anymore.

Between this and your Radiant Eevee comment I suspect you might not be saying this in good faith, but I’ll explain anyway. The box this Lumineon V comes from is intended to help you get staple cards for building decks. It’s primarily intended for players, not collectors.
In the case of this Lumineon, the fact it has alternate art is just a neat bonus. This card is a near-staple in many decks for its absolutely phenomenal ability, and having another way for players to easily access this card is good from a practical standpoint and also helps keep prices down.
I feel I shouldn’t even have to touch on your last sentence, but obviously we get many, many new cards every set. Continually setting franchise records for the number of new cards per set, even.
