The attack is kind of OP. Being able to do up to 40 damage to all of the benched pokemon.

it’s not as OP as it sounds, since Pokemon with big retreat costs typically have high HP too

Extra spread /is/ always helpful but Sharpedo’s base damage against the Active was relatively weak compared to other Mega Evolutions, as is the spread. You can boost the spread damage by playing cards that increase the Retreat Cost of your opponent’s Pokemon (Jellicent (BCR 45), Team Aqua’s Muk (DCR 8), Team Aqua’s Secret Base (DCR 28)), but that takes away resources you would need for Energy acceleration and other consistency cards.
It’s a cool card but I don’t recall it being a significant competitive deck
