I think Tyranitar already had a bit of an allusion to the same idea – you see the remnants of Pupitar in his chest and the sockets where his eyes would go are still there – but Mega Tyranitar makes it more explicit. I’ve seen a lot of people suggest Tyranitar is GAME FREAK’s take on Psaro/Pizzaro from the Dragon Quest franchise, and considering they borrow a fair amount else from it, it’s compelling.
Tyranitar is a pocket monster of many references, though. Aside from looking like it’s a Godzilla reference, ts Japanese name, Bangiras, is half-borrowing the name of Anguirus, who is a recurring kaiju in the Godzilla film series. In addition to the DQ stuff above, some have suggested Mega Tyranitar takes design cues from either Space Godzilla or Biollante (eh). Finally, the name on this card is maybe? a reference to the 1995 film Godzilla vs Destoroyah, where this weird space monster thing called Destroroyah (re: Destroyer) kills Godzilla (re: the King of all Monsters).
