The only Holo-Rare depicted by Kenji Kinebuchi in all of base set/Jungle.The wonky art matches well with the wonky nature of the card. If the developers had been fair, Selfdestruct would have cost LLC or even LL(if they wanted it to be deck archetype material), and thunder wave would have cost LL or LC. This is a stage 1 final (at the time ) evolution with 60 HP. That’s stupifyingly bad, even by base set standards. Starmie and Pidgeotto, the two pokemon from base set that share this trait, both had excuses: a healing ability for the former, and the inevitable evolution that would be printed in the next set for the latter. The developers were apparently really worried about self destruct becoming a thing… a fear they apparently did not have for hitmonchan and blastoise.
They could have stopped at just crippling its durability, rather than making selfdestruct require a prohibitively high amount of energy to activate repeatedly(or at all, in tournament play)
