    Very peculiarly that this card is not a Pokémon Tool, even though it debuted in a set where Pokémon Tools existed. I assume at the time they designed Trainer Cards that stay on until they activate as Tools, while cards like this would just be Trainer cards like the PlusPowers and Defenders of before. Then with the general decrease in power with the E-series, those former single turn trainer cards became Tools (like PlusPower becoming Strength Charm). I don’t think we’ve seen attaching Trainer cards like this since the Neo era.

      Of course as I go to close the other tabs I had open, I realize the PlusPower cards in the DPPt era still say “attach”, though later prints remove that distinction.
