What’s the big deal about that? A lot of viable starters haven’t had viable attacks that damage, and no one attacks with Eelektrik or Blastoise.

They are considered to be among the worst pokemon ever because one is a staller pokemon that pretty much instantly dies 75% of the time to anything that isn’t fighting type, and the other only has a 25% chance of being able to attack.,.and that’s if your opponent doesn’t use switch.
This, on the other hand, accelerates your energy supply marginally, in a way that kind of complements blastoise,and tutors for something should the opponent decide to get rid of it. If the attack automatically attached two energies or required no attachment, it would be a great supporting option in specialized blastoise/keldeo decks, or in decks that run heavy discard. As it is, though, you’re not accelerating your game by much at all. This card is above average, but it’s not top of the line

I doubt many people will play this in Blastoise just because of how hard it is to get two energies in the discard (Which is necessary for using this to be profitable) plus an energy on Manaphy, plus 2/3 flips right.
