Pretty much. And it’s a rare and can’t evolve.

Unless you seriously plan on running quick attack (Which is still only situationally better than eelektrik’s one attacking move) as your attacking move, you will need to get two energy assists off (and thus sacrifice TWO attacks while keeping this in the active position) in order for this ever to outperform Eelektrik’s power..and once you have two eelektriks out, Dynamotor completely outperforms Energy Assist outside of rainbow decks.
If Energy Assist were costless, this card might see SOME play (it’s still generally a bad idea), but requiring a lightning energy nullifies the advantage of the additional attachment and makes this less useful in multicolored decks.
