Yup. As I just commented over on Keldeo GX #219, “effects” like this and from Glaceon VSTAR can be remedied by that supporter card.
BREAKpoint Zebstrika has an Ability that also would circumvent Mawile’s chompy hold.

I don’t think BKP Zebstrika would circumvent either effect of this attack? Zap Zone grants a sort of immunity to affects of enemy attacks that would affect damage, and Chomp Chomp Hold isn’t doing anything to try and challenge that.

Oh very true—good point that Zap Zone Zebstrika only affects the DAMAGE from your {L} attacks. Not other effects like the attack’s energy cost.
