Attacks with an explicit damage cap, like this one, used to be common (e.g., Water Gun in Gens 1-2) but are relatively rare now. A few other examples I found are UNM Aegislash and TEU Zoroark.

I like the callback. I imagine Base Set Blastoise is the first example of this. The text is a bit confusing at first, although I do think this iteration of it is the most clear. The updated one for Base Set Blastoise might look like:
This attack does 10 more damage for each extra [water] Energy attached to [Blastoise] (in addition to this attack’s cost). You can’t add more than 20 damage in this way.
The one aspect to this that I don’t love is “(in addition to this attack’s cost)”. This tripped my partner when trying to understand it. I can’t think of a better appraoch to express that though
