Functionally identical to Nintendo Promo 13 Meowth. In Japan, both versions were available as promos (the Saitou Meowth in 2003, this Sugimori Meowth in 2004). At least in North America, the Promo was available in a tin in 2003, alongside Promo 12 Pikachu. And that Saitou Pikachu is in turn functionally identical to the Sugimori Pikachu in this set.
They’re just sort of nebulously floating around and getting reprints as promos in Japan and then in North America got incoherently slotted into this set they don’t belong in. Sort of pursuant to the comment I made on Sandstorm Jolteon, I think these two are cards that might’ve been lingering from the cancelled Jamboree set. I suspect that of every card in EX Team Magma vs Team Aqua with an e-Reader dot code, actually.
