I left a comment with an intentional mistake on DX Sableye to see if people were paying attention. (I’d guess most people either don’t care or can’t follow.) Whatever the case, I’ll leave my answer here – it’s that there is at least one dual-type card that doesn’t behave as we expect it to, and that would be this Metagross. While a Steel type with a Fire Weakness and Psychic Resistance is pretty common for their overall history in the game (starting with DP and lasting all the way until USUM/SM TAG TEAM block), it’s not the typical Resistance for Steel types of the ADVPCG block (either Grass or, in a few cases, no Resistance).

Metagross’s W/R set options appear to have been any of {Weak:P,Resist:-} or {Weak:G,Resist:-} for its Psychic type {Weak:R,Resist:G}, or else {Weak:,Resist:G} or {Weak:R,Resist:-} for its Steel type. (And also {Weak:F,Resist:-}…? It seems like Steel- and Dark-type Pokemon got three sets.) Why it got its own unique W/R set rather than picking from any of these beats me, since HL Jirachi didn’t get its own special W/R set. I would guess it has to do with being a Stage 2 card? Team Aqua/Magma dual-types have conventional W/R sets, except for Team Aqua’s Walrein and Team Magma’s Aggron’s Pokemon ex-like Weakness stacking, but I thought that was to help balance them when accounting for the existence of the Maxie and Archie Supporter cards. I can’t think of a way to cheat Metagross into play in quite the same way for the format, so there’s no need to balance it – which doesn’t seem to be what Metagross’ W/R stack is doing by giving him a unique Resistance, but maybe they wanted it to ‘be different’ anyways. However, if that’s the idea it wasn’t continued. Except for cards we might expect to act as exceptions anyways (e.g. Dragon Pokemon), none of the Stage 2s of TRR do anything weird.

If the was done for overall meta purposes, that wouldn’t be something I’d be able to recognize myself, but in the context of the Metagross half-deck it originally released in it would make sense if they thought about mirror matches at all. The Psychic resistance locks out any of the other Psychic Pokemon in the deck from being able to damage it, particularly HL Jirachi (also originating from that deck), unless Magnetic Storm (also in that deck!) is in play, and that’s really the only thing Magnetic Storm would have any impact on at all in a mirror match. In other words, it would be pointless deck clutter if not for Metagross’ Psychic resistance, and while it was common for English precon decks to have useless clutter in them, Japan’s precons were generally a lot tighter.

When this PokePower says you may move a metal energy card, does that only mean metal energy? or can it be dark metal energy or any other card that provides metal like blend energy or rainbow energy?

If in Unlimited during current rulings, then it affects all energies that provide metal energy. But for old RSE rulings, I’m not completely sure.
