Yup! All Pokémon Star are Basic Pokémon, even if they would normally be Evolution Pokémon. It holds true for the other gimmicks involving Shiny Pokémon, namely Shining Pokémon of the Neo Series and Radiant Pokémon of the Sword & Shield Series.
