This is actually a really cool card. It could be very useful as a starter in Gourgeist and Psychic decks after Phantom Forces comes out. Mystery Energy gives it free retreat, too.
Unfortunately, all of the format’s best attackers (Mewtwo, Landorus, Seismitoad etc.) can KO it T1, and N can undo it’s attack. Shame.

I wonder if it would have seen any Standard play if its Ability worked from the bench?
Also, why always such low HP on Mew? It has 100 in all its defensive stats, all the “little” legends do!

3 pack blisters apparently weren’t released in North America for most of the BW era, so promo cards released only through said blisters have limited supply and must be imported. Prices are much more reasonable if you live in Europe, where 3 pack blisters never went away.
